Pursuant to Sec. 19.85(1)(e), Wis. Stats. the Village Board may convene to closed session to deliberate or negotiate the investing of public funds, negotiating development agreements, or conducting other specified public business, to discuss development and/or redevelopment in the following areas: western portion of the Village, Velp Avenue, Glendale Avenue, US 41/STH 29 Redevelopment Corridor, Village Green Golf Course and the Village Center whenever competitive or bargaining reasons require a closed session.

Pursuant to Section 2-81(6) of the Howard Code, the Village Board will hear comments of interest from the public which are not located elsewhere on this agenda. Any discussion shall be limited to placing the item on a future agenda for consideration. Remarks are limited to three minutes per speaker, with a maximum of fifteen total minutes of public comment. Other time restraints may be directed by the Village President. Specific factual information or an explanation of current policy may be made in response to an inquiry, but any discussion or decision must be limited to a proposal to place the item on a future agenda. Speakers will be notified when speaking time has expired.

(i) Omnova Community Advisory Panel Meeting
J. Pollitt will report on the proceedings of the March 16, 2010 community advisory panel meeting at Omnova.
(ii) Utility Report
J. Pollitt will report on the utility costs for each building owned by the Village of Howard.
7. NEW BUSINESS
7a. Review Proposals and Award Contract Sanitary Sewer Rate Study
The Village Board will review proposals for a sewer rate study. After reviewing the proposals, the Village Board may choose to award the contract or ask staff to solicit additional proposals for the rate study.
7b. Review and Take Action on a Proposed CSM from John Berger
If approved, the property at 3669 Glendale Avenue will be divided into four lots.
7c. Review and Take Action on Ordinance 2010-8, “Rezoning Parcels VH-408-6, VH-405, VH-416, VH-416-1, VH-415 and VH-389 from Single Family (R-1) to Multi-Family (R-4)
If approved, the parcels mentioned above will be rezoned to multi-family to allow for the potential construction of 24 apartment units.
7d. Review and Take Action on a Request for a Conditional Use Permit from Tim Brunette to Construct Three, Eight-Unit Apartment Buildings at 2036 Elmwood Ct.
If approved, Tim Brunette will be permitted to construct three, eight-unit apartment buildings along Riverview Drive adjacent to Elmwood Court.
7e. Review and Take Action on a Combination Class B Beer & Liquor License for JCW Inc., d/b/a Julie’s Café, Troy Metzler Agent
If approved, a combination class B beer and liquor license will be issued to Julie’s Café.
7f. Review and Take Action on a Request for a Conditional Use Permit from Schroeder’s Flowers to Construct a Temporary Greenhouse at 4720 Milltown Road (Maplewood Shell Station)
If approved, Schroeder’s flowers will be permitted to erect a temporary greenhouse and sell flowers at the Maplewood Shell station over a period of 110 days.
7g. Review and Take Action on a Request for a Conditional Use Permit from Schroeder’s Flowers to Construct a Temporary Greenhouse at 2400 Dousman Street (Woodman’s)
If approved, Schroeder’s Flowers will be permitted to construct a temporary greenhouse and sell flowers at Woodman’s grocery store over a period of 110 days.
7h. Review and Take Action on a Letter of Support for a Proposed Multi-Family Senior Housing Development Adjacent to the Woodfield Village Senior Apartments
If approved, the Village of Howard will send a letter to WHEDA supporting a proposed multi-family senior housing development in the Village Center.
7i. Review and Take Action on WHEDA Local Officials Notification Form
The Village is required to sign off on a notification letter as part of the WHEDA loan application process. A developer is applying for a WHEDA loan for a multi-family project in the Village Center.
7j. Review and Take Action on Letter Outlining TIF Agreement for a Proposed Multi-Family Development in the Village Center
If approved, the Village of Howard will provide a tax rebate of 95% of the assessed value of a proposed apartment complex in the Village Center over a period of 13 years, contingent upon the proposed complex obtaining a WHEDA loan.
7k. Review and Take Action on Zoning & Infill Letter for a Proposed Multi-Family Senior Housing Development in the Village Center
If approved, the attached letter will supplement Horizon Development Group’s application for a WHEDA loan for a multi-family senior housing development.
7l. Review and Take Action on Ordinance 2010-9, “An Ordinance Amending Section 34-220 of the Howard Village Code Relating to School Parking”
If approved, the ordinance will prohibit parking on the north side of Woodale Avenue near Jaymar Street and the east side of Cardinal Lane along Woodale Avenue.
7m. Review and Take Action on Resolution 2010-7, “Modifying Howard’s Investment Policy”
If approved, various amendments will be made to the Village’s investment policy in an effort to increase interest revenues.
7n. Receive Public Comment on the Village of Howard’s MS4 Stormwater Management Report
The Village Board will open the floor to anyone in the audience wishing to comment on the Village’s MS4 stormwater report.
7o. Review and Take Action on the Village of Howard’s MS4 Stormwater Management Report
Due to stormwater requirements, the Village of Howard is required to seek input on the MS4 report and subsequently approve the report.
7p. Review and Take Action on the Revised DOT Realignment Plan for the Shawano Avenue & Rivergrove Avenue Intersection
If approved, Shawano Avenue will be connected to River Grove Avenue by the DOT as part of the US 41/STH 29 reconstruction project.
7q. Review and Take Action on Awarding the Contract for Roof Replacement at Meadowbrook Open Air Shelter
If approved, the roof on the open air shelter at Meadowbrook Park will be replaced with a steel roof.
8. CONVENE TO CLOSED SESSION
Contingent upon a successful vote, the Village Board may convene to closed session pursuant Wisconsin Statutes 19.85(e).
